About the Project

Due to continued growth in west Edmonton and Enoch Cree Nation, Whitemud Drive between Lewis Estates Boulevard and 231 Street requires upgrades to accommodate existing and future traffic volumes.

The communities of Lewis Estates and Glastonbury are adjacent to the project area along the north side of Whitemud Drive. Enoch Cree Nation is adjacent on the south side.

To support continued growth and improve safety, the existing two-lane undivided section of Whitemud Drive is being widened to a four-lane divided roadway with a raised centre median, dedicated turn lanes, and modern intersection design. When complete, the corridor will provide a safer, higher-capacity connection between west Edmonton and communities to the west.

Project leadership This project is led by Enoch Cree Nation through Enoch Prism Engineering LP, with funding shared between Enoch Cree Nation, the City of Edmonton, and the Province of Alberta. This is a developer-initiated project and is not funded through City of Edmonton capital budgets.

Infrastructure improvements include construction of new storm drainage systems (ditches, swales, and culverts), arterial road surfaces, power and street lighting, utility relocations and upgrades, and landscaping.

Construction will proceed in stages along the corridor. Timelines are subject to change based on weather, approvals, and construction conditions.

Construction hours Construction activities will comply with City of Edmonton Community Standards Bylaw 14600. Permitted hours are Monday to Saturday, 7:00 a.m. to 9:00 p.m., and Sundays, 9:00 a.m. to 7:00 p.m.

Road Closures and Detours

Full road closure Whitemud Drive between Lewis Estates Boulevard and 231 Street will require a full road closure during construction of the widened roadway. Construction will proceed in stages to minimize disruption.

At intersections, at least one lane of traffic will be maintained wherever possible. Transit routes and emergency services have been notified of planned closures. Detour routes will be established and clearly signed before any closures take effect.

During construction, alternate routes are available by utilizing nearby arterial roadways. Detour signage will be in place for the duration of construction.

Local access to all properties adjacent to the construction area will be maintained throughout the project.

Re-opening is subject to approval from the City of Edmonton.

Tree Clearing

Portions of the existing tree cover along the corridor must be removed to accommodate the wider roadway, drainage infrastructure, and utility corridors. The City of Edmonton's Urban Forestry team has assessed all affected trees in accordance with the Live Tree Removal Guidelines and Corporate Tree Management Policy C456C.

A Tree Protection Plan has been prepared to protect retained trees during construction.

Replanting commitment Tree compensation will be collected under Policy C456C and deposited into the City of Edmonton Tree Reserve. These funds will be applied toward replanting native species along the corridor following construction.

Professional wildlife sweeps by a qualified biologist will be completed before any tree clearing to comply with federal migratory bird nesting regulations and the Alberta Wildlife Act.

Utility relocations are part of the project scope. Any planned service interruptions will be communicated in advance by the relevant utility provider. EPCOR Water has confirmed existing water infrastructure is in the area and has been included in the review process.
Edmonton Transit Service (ETS) has been notified of the planned construction and road closures. Bus stops along the affected corridor may be temporarily closed or relocated during construction. Updated route and stop information will be available from ETS at edmonton.ca/ets or by calling 311.
To accelerate improvements that would otherwise await future City capital programming, Enoch Cree Nation initiated the project through its development process, with cost sharing between Enoch Cree Nation, the City of Edmonton, and the Province of Alberta. The City oversees the engineering review and approval process.
Intersection improvements at 215 Street (Winterburn Road) and Glastonbury Boulevard are part of a separate submission already under City review. Future phases of Whitemud Drive east of Lewis Estates Boulevard and west of 231 Street are subject to separate planning and funding processes.
